The North Andover planning board rejected proposed plans to transform the Royal Crest apartment complex into a mixed-use neighborhood development, citing size and density. had proposed a redevelopment project featuring square-feet of mixed use space, including 1,264 residential units, SF of new retail space, and a 100,000+ SF office complex in a new neighborhood at 50 Royal Crest Drive.
