52 low-income apartments coming to Northside Neighborhood
A local couple to the Richmond area, Daniel and McKenzie Payne released plans to build a new apartment building in the Northside's Six Points area. The McKenzies purchased the wooded 1-acre lot to develop 52 income-based units in an L-shaped structure that will likely be targeted at lower-income households. The apartments would range in size from 660 to 915 square feet, with 35 one-bedroom, one-bathroom units and 17 two-bedrooms with two bathrooms. The project is still under review by the Planning Commission and the City Council. They are waiting for a special-use project, which isn’t allowed under the property’s current R-6 zoning district for single-family homes and duplexes.
