Enterprise Community Development Names Zachary Marks as Executive Vice President, Head of Real Estate Development
Enterprise Community Development (ECD), a leading non-profit owner and developer of affordable homes in the Mid-Atlantic and an affiliate of Enterprise Community Partners, proudly announces the appointment of Zachary Marks as executive vice president, head of real estate development.
Marks joins Enterprise Community Development with more than 18 years of experience in real estate development, having successfully led projects in over a dozen major markets across the United States including breaking ground on Maryland’s first Passive House and Zero Net Energy multifamily rental developments. In his previous leadership positions as the senior vice president of real estate for the Housing Opportunities Commission and as partner at Wood Partners, Marks demonstrated a strong commitment to financing innovation, energy efficiency, mixed-income and affordable housing development.

Over the course of his career, Marks has managed the entitlement, design, and financing of over $2.3 billion in mixed-income and affordable housing transactions, which includes $625 million in renovation projects, $1.25 billion in new construction, $440 million in acquisitions, and 1,664 units of LIHTC limited partner interests reacquired. He also, in collaboration with Montgomery County Council, played a leading role in creating its Housing Production Fund and Non-profit Preservation Fund, groundbreaking initiatives that have become national models for housing production.
Marks also has prioritized energy efficiency and renewables in his housing work, an area where ECD excels. He delivered Montgomery County’s first Community Solar project and broke ground on Maryland’s first Passive House and Zero Net Energy multifamily rental developments. He is an inaugural board member of the Montgomery County Green Bank – the nation’s first at the county level.
In his new role, Marks will provide executive leadership to Enterprise Community Development’s real estate development department. He will execute the team’s strategic vision, foster collaboration across departments, and cultivate key relationships with government, financing, and community partners to advance the organization’s mission to make home and community places of pride, power and belonging.
Marks holds a B.A. in Journalism from the University of Richmond, an M.A. in Education from Johns Hopkins University and an M.B.A. with a real estate concentration from the University of North Carolina Kenan-Flagler Business School.
