20-Story Apt Tower Planned Above Silver Spring Mall
GBT Realty has proposed a 20-story apartment tower to be constructed above the existing Ellsworth Place Shopping Center along Colesville Road in Silver Spring. The development would include 450 apartments, with 15% designated affordable. Pedestrian access to the new tower was planned and constructed in 1991 when an office tower was originally planned to be added to the mall. Per the planning docs, the project does not include parking because of the transit-rich location.
