Permit Details: Commission of Fine Arts jurisdiction area The project site includes the existing Salvation Army building and property at 2626 Pennsylvania Avenue, NW in Washington, D.C. The property is bordered to the north by Pennsylvania Avenue, to the south by L Street, to the east by private property and to the west by Rock Creek Park. Site topography generally slopes relatively steeply downhill from north to south. A below ground parking garage is accessed via the southern site entrance off of L Street, NW. We understand that the existing building will be demolished and a new multi-story residential building will be constructed. The proposed building will include 9 stories of above-ground structure and 2 stories of below-ground parking. Triad will perform a geotechnical exploration in support of the anticipated future construction by others. In order to explore the subsurface soil conditions, we plan to drill seven (7) test borings with a rotary auger drill rig and perform Standard Penetration Testing (SPT) sampling. We plan to drill three (3) of the test borings within the existing below-ground parking garage. Interior borings will be drilled with an Acker Scout, electric powered confined access drill rig. We will perform the SPT sampling at 2.5-foot sample intervals to a depth of ten (10) feet and at 5-foot intervals at depths greater than 10 feet. We will extend the borings to maximum planned depths of 50 feet or to auger refusal on very dense materials, whichever comes first. Considering the area geology, we anticipate that very dense materials and auger refusal will be encountered prior to achieving the maximum 50-foot depth in most of the borings. In two borings, if auger refusal occurs before the planned 50-foot depth, we will core into the underlying rock. We have budgeted for 15 feet of rock coring in each of the two locations. Rock core samples will be placed in boxes for visual review such as assessment of weathering and fractures. The boreholes will be checked for groundwater upon completion and then grouted in accordance with DDOT requirements. Spoils from soil borings will removed from the site due to the potential for hazardous material within the soil. Once a hole has been drilled, it will be grouted, and the spoils will be contained and disposed of at a facility which is licensed to deal with this type of material. Triad will subcontract for the removal of drilling spoils by placing the material in hazardous waste drums and employing a hazardous material handler to dispose of waste in accordance with EPA and local regulations. Geotechnical personnel from our office will be present during the drilling to supervise the field exploration program and log all of the borings. We plan to establish boring locations by taping distances from the existing structures and/or prominent site features.
