Howard University and Rock Creek Property Group partnered together for a new mixed-use development adjacent to the campus’ north entrance in Pleasant Plains, at the corner of George Avenue and Fairmont Street NW. The vacant buildings at 2711 Georgia Ave. NW, formerly the Effingham Apartments, will be replaced with a $62 million, five-story, 145,000-square-foot mixed-use building, dubbed the Oliver. It is slated to include 93 fully furnished residential units, underground parking, a lounge area, and a deck overlooking the university’s campus. Howard University will occupy all 41,000 square feet of office space available in the building. The goal of the project is to locate administrative offices closer to campus, provide housing for graduate students and recent graduates as well as other D.C. residents to contribute to the region’s housing needs and keep up with its own growth.
