Permit Details: Snohomish County proposes to elevate three sections of roadway on Ben Howard Road and Mann Road to improve roadway access for local residents and emergency responders during flood events. These sections are in the Skykomish River floodplain and experience frequent road closures due to chronic inundation resulting from flooding within the floodplain, side channels and sloughs. This application refers to Location A, which is the westernmost location, and is located between STA 100 50 and STA 105 00 in the plan set. Snohomish County proposes to replace the culvert with a larger 7-foot by 5-foot culvert that will be 50 feet long and fish-passable. A 12 inch driveway culvert, located on the outside curve, will also be replaced with a 24 inch corrugated polyethylene storm sewer pipe. The project also requires a Shoreline Substantial Development Permit. The application is being submitted to PDS concurrent with this flood hazard permit application. This project is funded partly through a grant from FEMA. As the federal lead agency, FEMA will assume lead federal agency status and be responsible for Section 7 ESA consultation.
