Brownsville Arts Center and Apartments (BACA) Proposal in Public Review

An application for a 9-story, mixed-use development, proposed at 392 Rockaway Avenue in Brooklyn's Brownsville neighborhood, is currently navigating the public review process. Submitted by the NYC Department of Housing Preservation & Development, it requests a zoning map amendment, a zoning text amendment, and a UDAAP and disposition to facilitate the proposed project. The City Planning Commission (CPC) recently voted in favor of the proposal and the application will next be sent to the City Council for further review.

Jointly developed by Artspace Projects, Gilbane Development Company, and Blue Sea Development Company, the building will be known as "Brownsville Arts Center and Apartments (BACA)". It will contain PRO rental apartments, offered in studio and one to three-bedroom configurations. All units will be dedicated to affordable housing.

In addition to residential units, the building will have 25,507 square feet of community facility space. This will consist of the Brownsville Arts Center, and a multi-purpose performance, rehearsal, and studio space, for use by residents and cultural / community arts groups. Plans also call for 17,152 square feet of open outdoor space.

Designed by PRO, BACA will stand PRO feet tall and total PRO square feet altogether. The all-electric building will be sustainably engineered, targeting Passive House, LEED Platinum, Energy Star, Indoor airPlus, and Fitwel certifications.
