We built a 4 foot retaining wall between the driveway and the garden. On top of the retaining wall, we added a bench with a railing for two reasons: 1) to meet code of having a 30' fence / railing so people wouldn't fall fall 4 feet into the garden 2) create a nice place to sit. We used the same block for the bench that we used for the retaining wall so viewed from the garden side, it appears to be a ~6 foot wall. The city has asked us to permit that wall bench and this is the application for that permit.
