Mayor Bowser Breaks Ground on 93 Units of Affordable Senior Housing in Ward 3
Earlier this week, Mayor Muriel Bowser broke ground on the construction of 93 units of affordable senior housing apartments at the Lisner-Louise-Dickson-Hurt Home in Friendship Heights.
“We know that reaching our bold housing goals requires a citywide vision and a commitment to building affordable housing in all parts of Washington, DC,” said Mayor Bowser. “We’re proud that through this historic investment from the Housing Production Trust Fund, we will be creating 93 new units of senior affordable housing in Ward 3. We’re grateful to all the government and community partners who are making this project a reality and continuing the Lisner-Louise-Dickson-Hurt Home’s legacy of serving DC seniors.”
The groundbreaking will expand the facility to include a new four-story, senior apartment building, with more than half of the units available to residents earning a yearly salary that is less than $31,950 for a one-person household, up to $36,500 for a family of two. Nineteen of these units will be designated as permanent supportive housing, which combines housing, case management services, and amenities to help residents transition out of homelessness.
The project was partly funded with over $26.6 million from the Housing Production Trust Fund (HPTF) and is the first project that is west of Rock Creek Park to receive funds from the HPTF. The investment is part of the Bowser Administration’s strategy to leverage every resource to produce more affordable housing units in all areas of the District. In Fiscal Year 2023, $242.6 million in HPTF financing produced 984 affordable housing units; $43.2 million in HPTF financing preserved 282 affordable units. Mayor Bowser has set the bold goal to build 36,000 new homes by 2025, including at least 12,000 affordable units, and these 93 additional affordable homes will further drive the District in reaching that goal.
“Affordable housing belongs in every ward and we look forward to having more investment opportunities not only in neighborhoods like Friendship Heights, but in Capitol Hill and other parts of the city,” said DHCD Director Colleen Green. “We will continue leveraging our local and federal resources to produce and preserve more affordable housing units throughout the city.”
The project also supports the District in reaching energy and climate goals to transition to zero waste, develop net-zero carbon buildings, and to ensure a low-carbon future that benefits all. Once completed, the whole building will include an all-electric heat pump system which will reduce the greenhouse gas emissions of the building by up to 54% and reduce energy bills for the property.
