Proposals Revealed for 11+ Acre Hill East Site

Details on responses to DC's RFP for the 11+ acre Hill East site have been released with 2 proposals presented for bundle 1 on the site and & 3 development teams submitted plans for bundle 2.

Blue Skye Development & Donatelli Development have submitted plans for 5 buildings on bundle 1 with a total of 907 residential units. Plans call for a mix of apartments & condos with half of each being designated affordable for 30 - 60% of AMI. The plans also call for a Park dedicated to Robert F. Kennedy.

Also on bundle 1, Argos Group and The NRP Group have proposed over 1,000 units with around 700 designated affordable. Plans also include an urgent care facility, workforce training center, a 15,000 square foot grocery store, and affordable childcare center operated by CentroNía.

On bundle 2, Home Team Development Partners, an entity comprised of Blue Sky Housing, Paramount Development, and Felice Development Group, propose a mixed-use project to include 702 residential units, a 100,000 square foot Home Depot, and a 9-story office building that would be the HQ for the Special Olympics.

Jair Lynch Partners & Rosewood Strategies proposal for bundle 2 calls for 1,188 total residential units, of which 420 would be designated affordable. Included in the residential units would be senior housing along with housing for at-risk youth to create a new hub for health and wellness Plans also include the potential for a grocery store and green space with an RFK Memorial.

The 3rd proposal for bundle 2 from R13 Community Partners calls for 1,131 residential units including rental and condos along with 115 co-living units, a 150 room hotel, and 60,000 square feet of retail including a grocery store. The 100% minority development team includes Frontier Development & Hospitality Group, BRP, A. Wash Associates, USP, and H2 Design Build.
